2025 Data Reporting and Financial Obligations

The time has almost come, to say goodbye to the 1997 Producer Responsibility (PR) regulations and welcome, finally, the full implementation of packaging Extended Producer Responsibility (pEPR).

Despite the increase in data requirements introduced as part of pEPR, the requirement of fulfilling both PR and EPR throughout 2024 has been a huge data burden for all producers, with 3 data submissions in total to ensure compliance.

On 31st December 2024, we say goodbye to PR and the Main pEPR Regulations enter into force, but are businesses ready for what EPR brings in 2025 and beyond?  

Data Reporting Obligations

Large Organisations: like 2024, will be required to submit bi-annual ‘Placed on Market’ data;

  •  1 January – 30 June data to be submitted between 1 July – 1 October
  •  1 July - 31 December data to be submitted between 1 January - 1 April (of the following year).

Small Organisations: will submit ‘Placed on Market’ data annually (1 January – 31 December data to be submitted between 1 January – 1st April of the following year) 

However, in 2025 all producers (Large and Small Organisations) will be required to submit their first Nation Data submission.

  • Data between 1 January 2024 – 31 December 2024 to be submitted by December 2025.

Nation Data reporting is a new obligation which has been introduced to facilitate the tracking of progress to meet packaging waste recycling targets in each UK nation.

Financial Obligations

Large Organisations: throughout 2025, will incur both PRN fees and EPR disposal fees on packaging submitted under Placed on Market.

  • PRN Fees – Applicable to household packaging (including public bin packaging) and non-household packaging. 
  • EPR Disposal Fees – Applicable to household packaging (including public bin packaging) only. In Summer 2025, government will notify producers of the final disposal fee rates they will be charged from October 2025. Read the full news story here.

Small Organisations: have no financial obligation throughout 2025, despite having to report on their packaging data.

The future of data

Since the introduction of EPR, we have no doubt seen an increase in the quality of packaging data held by producers, as they begin to prepare for the challenges of future data reporting under EPR, and other environmental legislation. Despite this, high quality data collection remains a significant challenge for the majority of producers. As the environmental landscape continues to evolve, with increased regulatory demands and pressures to achieve sustainability goals, the growing importance for accurate data is clear.

On the horizon, we expect to see more granular data requirements as part of EPR (in the UK and overseas) bringing together data across the full supply chain, helping us to understand the true source and recyclability of the packaging used. 

This packaging data will guide packaging innovation and become an asset to businesses, as they use the insights to inform change and strive ahead of their competitors.
