Packaging EPR Regulations laid in Parliament
On Thursday 24th of October 2024, the packaging Extended Producer Responsibility (EPR) Regulations were laid before the Houses of Parliament, where they will sit for 40 days before passing into law.
This represents a significant milestone for the reform of the packaging compliance system. As the pEPR Regulations will follow the negative parliamentary procedure, they must sit in Parliament for 40 sitting days, after which they will be passed into law. This is expected before the end of 2024.

The pEPR Regulations are therefore expected to be in force from January 2025 and will repeal the two regulations already in force for packaging compliance:
- 2007 Regulations: The Producer Responsibility Obligations (Packaging Waste) Regulations 2007), and
- Data Reporting Regulations: The Packaging Waste (Data Reporting) Regulations 2023 in each UK nation
This means that these two sets of regulations will no longer be in force, and producers will only need to comply to the new pEPR Regulations.
This news follows the notification of the pEPR Regulations to the EU and World Trade Organisation on 31st of May 2024 for its review and approval. The labelling provisions were removed from the regulations as a result of this notification process, and UK Government are reviewing their options and still intend to introduce a mandatory packaging labelling obligation in the pEPR regime in future.
