Packaging EPR ‘illustrative’ fees further updated
The third iteration of ‘illustrative’ disposal fees was published by Defra on 20 December 2024.
This update provides a single estimated fee per material in contrast to the lower, intermediate and higher estimate ranges released previously.
These latest estimate rates across all materials fall within the ranges published in either the first or second iteration of fees – you can read our news story on the first iteration of fees here and the second iteration of fees here.
This iteration of illustrative fees is based on packaging data for the January-June 2024 period reported by UK producers and Defra’s ‘Local Authority Cost and Performance’ model used previously.
When will final disposal fees for the 2025 compliance year (2024 data) be confirmed?
The deadline for producers to report July-December 2024 data is 1 April 2025. Following this submission deadline, data covering the full 2024 period (January-June and July-December) will be available to Defra for review, with final disposal fee rates expected to be confirmed in July 2025.
Fees in this first year of EPR will be unmodulated with producers charged the base fee per tonne of household and commonly binned packaging reported. In year two, fees will be modulated based on packaging recyclability in line with the Recyclability Assessment Methodology (RAM).
